The Housing and Building National Research Center was established in 1954 under the name of the Building Research Institute by signing a joint cooperation agreement between the Ministry of Municipal and Rural Affairs and the Department of Foreign Operations of the US government. Law No. 495 of 1954 was issued to establish a building research institute, and the center continued to be affiliated with the Ministry of Scientific Research until 1971 in which the center became under the umbrella of the Ministry of Housing and Construction and in 2005 a Republican Decree No. 63 was issued to reorganize the center to be the Housing and Building National Research Center.
The center is a public body that exercises scientific activities in accordance with the provisions of Law 69 of 1973 regarding scientific researchers in scientific institutions. It has a legal personality and follows the Minister of Housing, Utilities and Urban Communities. The center consists of ten research institutes in addition to the Institute of Training and Urban Studies, the Green Building Council as well as the Office of Technology Transfer and Localization.
The center aims to develop policies and the general plan for research and studies that are implemented in the field of construction and building. The center also sets standards and foundations of design and implementation requirements for construction work (codes) as well as the development of technical specifications for building materials.
Based on the role entrusted to the center, it contributes effectively to the development of the work system in the construction and building sector. It also develops and innovates modern construction methods in line with global developments in this field, as well as works to provide alternative materials for building materials, due to their scarcity, and also contributes to finding alternative solutions to work on saving energy and using new and innovative energies.
The center has prepared the Green Pyramid System with the aim of reaching sustainable green buildings that are energy-saving and water consumption.
In line with the country's guidance policies towards digital transformation in all fields and to preserve the environment and the comfort of citizens, the center has issued the smart cities code in its first part (new cities targeted to be smart) and the second (transforming existing cities into smart cities).
The center also works to develop scientific ties and spread awareness in the field of construction, through holding local and international conferences, seminars and workshops, as well as, signing cooperation protocols with scientific bodies and institutions locally and internationally.
In addition, the center provides advisory and technical services to preserve Real Estate wealth in Egypt, by supervising the implementation of national projects, reinforcing and restoring archaeological facilities, as well as quality control and structural safety works for buildings.
In conclusion, and through the work of seventy years of the center has and will exert effort and provide in order to develop the construction sector. Also, through the directives of Prof. Dr. / Minister of Housing, Utilities and Urban Communities, the center will contribute more effectively to advance sustainable development in order to preserve Real Estate wealth and provide amenities for citizens.
