1- Engineering Committee for Evaluating Health Facilities and Hospitals
Within the framework of the state’s policy to raise the efficiency of medical services and provide them to all citizens, in accordance with, international quality standards, and the plan of the Ministry of Health and Population to develop hospitals in all governorates of the Republic as an important element of providing quality health services to citizens, design standards have been prepared that are applied and adhered in all hospitals and government health facilities, private and university hospitals, as well as, in hospitals will be modernized and developed to keep pace with quality requirements, infection control, and technological progress in the field of modern medical equipment.
Design standards for hospitals and health facilities include the following parts:
Part One: Components of public/central/private hospitals and their requirements - Ministerial decree (222) of 2010.
Appendix Part One: Ministerial decree (1009) of 2017.
Part Two: Requirements for hospitals, health facilities, and specialized medical centers and departments Standards for maintaining a safe environment - requirements for service networks - Ministerial decree (375) of 2011.
Part Three: Design standards for developing existing buildings (Ministerial decree (828) of 2014).
Part Four: Guide for designing green hospitals and health facilities - Green Hospital Evaluation System.
The First Stage: Ministerial Resolution (1087) of 2018.
The Second Stage: Ministerial Resolution (714) of 2022.
Part Five: Design standards for university hospitals. Ministerial decree (469) of 2019
The Hospital Review Engineering Committee is responsible for evaluating and matching the design of hospitals, issuing a certificate of conformity and accreditation from the committee, which is part of the requirements of the implementation process for the hospital in accordance with the design standards of the hospital code. Nearly 100 hospitals have been evaluated since the beginning of the committee’s work in 2016, and the documents required to be submitted for presentation to the committee (issues and documents) are attached.

2- Engineering Committee for Evaluating Green Health Facilities and Hospitals
An engineering committee was formed to review and evaluate new and existing private and government hospitals that conform to the design standards for hospitals and health facilities and that wish to apply the idea of green architecture to the hospital building to be approved as a green hospital.
3- Green facilities evaluation system for accreditation by the international EDGE certificate
EDGE certification means excellence in design for greater efficiency. It's an innovation of the International Finance Corporation, a member of the World Bank Group, EDGE is a free design program and affordable certification system that helps construction professionals easily and quickly identify the most cost-effective ways to build green buildings. IFC designed this program to meet the needs of financial institutions, as it stimulates the implementation of a series of prospective green investment projects by simplifying the design decision-making process and streamlining the required impact reporting procedures for green financing. This program aims to reduce the environmental impact of buildings in 3 fields (energy - water - potential energy in building materials).
EDGE is now available worldwide for use in certifying all types of new and existing buildings. The use of the program is increasing significantly due to its ease of use and low cost compared to traditional accreditation systems. It is also an affordable option for investors who want to plan to achieve zero carbon emissions. The Edge program serves all market segments. From social housing to administrative offices, hotels, data centers, warehouses, light industrial, retail and transport stations.
The EDGE certificate includes three degrees and certificates:
1- Regular EDGE certification: 20% reduction in energy consumption, 20% in water consumption, 20% in potential energy.
2- Advanced EDGE certification: 40% reduction in energy consumption, 20% in water consumption, 20% in potential energy.
3- Zero Carbon Certificate: This certificate is given to advanced buildings that offset greenhouse gas emissions by purchasing carbon credits.
The Institute of Architecture and Housing includes 7 expert members in the international EDGE certification. Evaluation of some projects according to the program has already begun.
